Maybe that's the problem.
I've had a similar problem using LISP on a Fritzbox connected to
Vodafone DSL access, as long as I was using the "Vodafone" pre-defined
settings in "Internetzugang->Internetanbieter".
I changed this to "Andere Internetanbieter" and provided the account
credentials manually and then LISP was running on a dynamic IPv4 pppoe
connection.
If you have access to c't, a German computer magazin, you can take a
look at issue 3/2017 page 140 [1]. The article describes the LISP config
on several devices, including the Fritzbox.
