[OOR-Users] blockchain for ip addresses

Dear all,

I have been investigating how emerging blockchain technologies could be 
used to secure the allocation IP addresses, such as the LISP EIDs. I 
attach an Internet Draft about the topic. Comments are very welcome :)

Section 3 is also a good introduction to blockchain if you're not 
familiar with it.
